Ricardo Montalban, R.I.P.
This of course begs the question: is Christopher Plummer’s General Chang or Montalban’s Khan the greatest Star Trek villain of all time?

Oh, it’s gotta be Khan. Though I’m probably biased by the overall strength of “The Wrath of Khan” (though “The Undiscovered Country” is also good, and arguably what turned me into a fan of Star Trek).
“The Wrath of Khan” is probably the superior film, but the studded eye patch, Christopher Plummer’s badassery, and Shakespeare – “Tickle us, do we not laugh? Prick us, do we not bleed? Wrong us, shall we not revenge?” – make Chang a pretty formidable villain.
The Borg, which we should consider as one villain since it’s a collective, easily puts these two to shame.
For kitsch value, however, I’d like to suggest Fek’lhr.
Oh c’mon Steve. The Borg Queen? The cheesy cyborg outfits? I veto that nomination.
